Though the agreement had been ratified during the Harvest of 817, it would take until the next Spring, a few weeks after the New Year, for the expected flotilla of Survaekom cargo and military ships to arrive on Juturna's shores. Streams of soldiers, slave laborers, and materials poured onto the docks of Juturnapolis before making their way West, to the planned sites of the new twin Imperial forts. Along the way, bureaucrats and merchants stopped to hire out the best masons and carpenters they could find in the city and the villages, as well as paid help for the slaves.
So it was that a virtual river of people flowed from Juturnapolis to the far West, inaugurating the Grand Survaek Empire's renewed presence in the lands of the Crowned Republic. A few days later, the garrison for the Surv-Vyaez dock and battery arrived on a remarkable vessel: The Justice, first of the Great Ships to sail to the North. Its sails were larger and more numerous than any other flagship known in the region. It was a carrack and a half in length and width, but with a higher middle deck and less dramatic fore and aft castles. And unlike a carrack, the vessel boasted a full row of cannon across each broadside as well as the typical guns along the higher fore and aft decks. It even had iron barrels poking out of its front and back. It was not as grandiose as some of the legends had suggested, and there didn't seem to be any sea monsters pulling it from underneath, but the Justice was an impressive sight nonetheless. Commanding it was none other than Kalwa Delviu, now named Garrison Admiral of Juturna.
However, as grand as developments were from the South and to the West, many eyes in the Crowned Republic were peering Eastward. For the last two seasons, Her Highness' Kallista Eudokia's ingenius network of trade contacts had kept the flow of gold-laden merchant vessels decidedly skewed towards the docks of Juturnapolis. Something was different now, since the beginning of the New Year. New Byrnis tradespeople were bringing in too many goods and making away with too much coin. Reports suggested that the customs bureaucracy in the Imperial Capital in the North was no longer barely making ends meet, but running at a substantial profit.
