The Emperor had demanded his tithe from his people. But it came not in food, or gold, but in flesh. Thousands of young men had been drafted for the Imperial push to the South, entire villages had been stripped of men, both young and old to replace the griveous losses that the Sacryan Army had suffered in the field. The result had been the Sacryan farmlands had been left on the brink of collapse. With no skilled farmers to tend the fields, many farmsteads were simply abandoned. In addition, the governments sole focus on rebuilding the national army meant that for many a Sacryan the only job they could find was within the Army. As a result, when the Imperial military recruited it found willing volunteers -- simply because their own homes were devastated, depopulated, and hungry. With no manpower at home for the Spring planting, Sacryan governors were reported severe food shortages and riots. Yet the Sacryan state could not stop the flood of refugees that had fled from Jaxthrali Province and now flooded towards the capital, Atitath. Refugees that had survived the horrors of Gusko's Rest and the savagery of towns being sacked and burned in the south. How would the state provide for them and what would they do as more eventually made their way north from these blighted lands? The shanty towns had already been creeping closer around the capital. A breeding ground for crime, disease, and rebellion if the cancer was allowed to remain. EFFECTS; -- The first of several waves of refugees have arrived at the capital. Resettlement Act As declared by the Emperor of the Empire of the Sacrye and leader of the true faith, this law shall be enforced to the fullest extent by both his loyal subjects and the church:
Article 1: All refugees, coming from the territory of Jaxtathrali, confirmed to be true followers of the faith, and capable of hard labor will be relocated to the territory of Vehdrothral and given opportunity to work the mines and labor in it’s fields.
- Article 1A: Said refugees will be given the land and resources to build new homes, to replace those destroyed during the invasion of Jaxtathrali by Orcland and the Ikegami.
- Article 1B: Should any refugee be found of questionable faith or convicted of a crime after resettlement, any land bestowed to them will be forfeit and seized by the Empire.
Article 2: All refugees who owned or managed their own farmstead shall be reimbursed for all financial loss during the war and will be given five acres of farmland to manage in the territory of Vehdrothral.
- Article 2A: Should any land donated within the territory of Vehdrothral be incapable of producing a sufficient amount of goods to survive from after a period of two years, then the refugee and their family will be relocated to a territory of sufficient value within Vehdrothral.
- Article 2B: Refugees will be given a year of financial support, in order to sufficiently relocate them.
Article 3: Any refugees without a family member capable of a performing hard labor due to the invasion of Jaxtathrali will be provided with homes and suitable financial aid, until a source of income is capable of being generated.
Article 4: Any and all merchants who lost both homes and goods during the battle of Gusko’s Rest will be fully reimbursed and offered suitable land in Vehdorthral to settle.
Article 5: Any and all priests who lost their home will be given opportunity to relocate to any location they deem suitable, as well as provided financial aid to do so.
- Article 5A: Should a priest decided to relocate outside the borders of the Sacrye Empire, they will be given an estimated amount of gold necessary to build or purchase a home, but will not be eligible for further financial assistance.
Article 6: Any refugee who doesn’t meet any of the previous requirements will be given a sufficient amount of financial aid to resettle in the territory of Vehdorthral, so long as they are found to be followers of the true faith and of good moral standing.
- Article 6A: Any and all requirements and penalties inflicted upon an individual who falls under Article 1 of the resettlement act apply to any and all individuals who resettle under Article 6 of the resettlement act.
Article 7: Should the Invasion of Jaxtathrali end and the homes of any and all refugees within the Sacrye Empire, financial incentive will be given to all refugees to return to their former lands in the territory.
Summary: The resettlement act is finally created and enforces the resettlement of all refugees to the territory of Vehdorthral, except religious members who are given the opportunity to resettle where they choose. The bill emphases however is placed that once the war is over and should the Sacrye still own the land of their former homes they will be encouraged to return. (-15 Gold)

The true gospel “Come! Come! Listen to the words of the gods. They speak to the time of crisis. The ancient enemy of the death stirs in his slumber. Winter. The enemy of Qiqarius and his beloved children. The bringer of death. We must satiate his coming, by bringing death to the heathens who turn their back on Qiqarius and his love.” Fervent and unending was the scripture that the priest had brought before the crowd. Thousands had gathered to hear his words, for his following was the largest since Sulas “The Wise”. “Let the blood flow. Let their souls be reaped. They storm our lands and bring about the will of the great enemy. So shall we bring about his will. Not in his name. But to stall the great crisis that he brings. Our rituals emptying the souls that he feeds upon. Our rituals protecting the truest of followers from his grasp. The coming winter will be ended. For when we come and take the southlands. When we come and take the holds of the heathens. When Qiqarious is spread to the lands of all the south, all the north, all the west, and all the east. Then shall we gather. Gatyx. The ender of the world. The coming of time. The great pain. The great death. The great winter. Shall be destroyed.” The crowd erupted into a frenzy of cheers. The pains of those who had lost their homes, the anger of those who had lost their children, and the sadness of those who had lost their hope, for a brief moment forgotten. Replaced instead, with a sense of hatred. A hatred for those who have refused to follow the true faith. The faith that will put an end to the great crisis. The coming winter. Eventually, the priest took leave and with him the crowd dispersed. Disappearing into the endless crowd, the giant had gained a reputation among his followers as a voice of reason among the endless sea of hate. Pointing that hatred towards the heathens of the southlands and the coming enemy. However, this had also earned him enemies. A familiar face had approached the priest and the strange sensation of men everywhere watching him. It wasn't until the face had left the shadows that he could recognize him, “Cubar, the esteemed “Word of truth”, have you come to hear words that even you dare not speak?” The priest had mocked. “No. I however, do demand that you put an end to the heresy that you spread. False hope and hate directed south will only bring attention away from the great winter, not put an end to it. Should this warning not be heeded, then my next visit shall not be met in kind.” Cubar began to walk away, as well as several guards whom had conveniently accompanied him. This however will not be the last time Cubar will have to deal with this priest. Summary: An unknown priest begins to encourage hereticle ideas among the refugee population in Atitath, inciting bloodthirsty hatred towards heathens of Iaocism. At the moment, the priest in the territory by the name of Cubar is halting its spread.
