To my cousin Rodrigo de Berranda,
The War of Succession has been over for two long years now. I believe that now is the time to move forward at easing hostilities and normalizing relations between Berranda City and the rest of her countryman. In the hopes of returning these relations to normalcy, I have long since turned a blind eye to the cities trade that cuts through Commonwealth territory and the trade that goes on between both Berranda City and her Mother Province. I would like to formalize a treaty of trade that would allow both of our economies to flourish and ease the anguish in the hearts of many a Berrandan at seeing their country divided.
