Negotiations with the Kingdom of Cerdigion and it’s benevolent ruler, King Cadoc the Usurper. Note: (Possibly ‘the Usurper’ is a negative remark against the king, must see whether he uses it in formal/informal conversation or not.)
The Ambassador to the Kingdom of Cerdigion was a career statesman and diplomat. Of course, like all other Sylphs of his age group, he had been in the infantry during the Great War of Imperial aggression, but had been removed from combat, right before his unit was killed to the last man, due to an injury. As a matter of fact, ¾ of all bureaucrats and government-employed fellows were only trained for their job because they were wounded during the war. It was an interesting arrangement.
He was dressed in relatively light traveling gear, putting most of his preparations into discussions with the council and King, and making sure his papers were completely checked and marked with the signage of the government. The discussions he had today would either condemn every person in the city, the capital of Cerdigion, to death by sack, or would defend them and make them have vibrant lives. He truly didn’t like thinking of todays dealings in that dichotomy, but the King had given him complete control over what decision was made today. The ‘volunteer army’ that would be rangled up, (The only difference between the volunteer army and the main army of Navaren being the name) was going to march with these Sylphs, augmenting their already bolstered forces. It was heard they had a standing army, one of the rare examples of a solid army around. Mercenaries may have to be called in, of course, but to not use those gold-leeching men of dubious morale would only serve to help the cause.
When the city was reached, it looked to be a city with a besieging army just days away. Earthwork augments to the defences were being built, men were training en masse in squares and lots scattered around the city, and outside of it. Messengers and blacksmith were seemingly the busiest men in the city, and clatter of a messengers horse going around a corner, and the banging of a blacksmith creating new weapons were the most common sounds in the city. The small carriage had an honor guard of cavalrymen, not actually useful in Sylphan combat, but competent for the role. Advance word had been sent, and so they were escorted to the palace, which was under heavier guard than usual. It was not unheard of for a poison to be snuck into the palace just days before a tense moment, the troublesome fellow starting the dramatic overtones gotten rid of quickly.
He waited at the leisure of the Cerdigion king inside the palace, a bundle of papers under his arm, and the approval of the King at his back.

The crash of hammers shaping metal into cruel weapons of war filled the air. Weapons that would hack, slash, puncture, and make the Elvenfolk of Sefti bleed for their trespasses against their ecaSylph cousins. For centuries they had been content to use the Sylph's as footsoldiers in their wars against the giants or whomever presented an external threat. But when it came time to offer the Sylph's a seat at the table, they were spurned. King Cadoc waited to recieve the ambassador in the gardens of his manor. It wasn't s sprawling place, but possessed its own charm and beauty that the Fae appreciated.
'' Ambassador. '' The King rumbled as he stared at a map laid out flat infront of him. Fingertips moving invisible troop formations onto invisible border markers as he prepared for the coming struggle. It was going to be bloody and there were rumors (though unconfirmed) of Orc's moving into Sefti. Cadoc wasn't keen on placing much stock in rumors but it did bear watching. '' I am pleased that you arrived before the festivites started. '' He said with a wry grin. '' I received your letters with great interest and am pleased that my brother fae are willing to join me in this crusade for our people. ''

"The festivities," The Emperor said, associating the rather informal beginnings as a sign he should adopt a more informal tone, "Should be fun. Our bows and swords lay untouched except for drills in the city and village squares, and our people are aching for some kind of victory to overshadow the whole, 'being conquered' fiasco."
He added a chuckle at the end, before moving towards the map, motioning for his small set of honor guards to stay outside the encampment. "Now, we've heard reports of Orcish mercenaries, or volunteers, or something to that effect being added to the already rather formidable forces of the Sefti. Do you know the validity of this, or size of these reinforcements?

'' The numbers are inconsequential. '' Cadoc said with a shrug. '' A few thousand, perhaps more. But they are still under the command of Sefti generals which will make them handicapped as a fighting force. '' The jokee brought a titter of laughter from his courtiers. '' My son will be crowned King of Sefti tomorrow. I will formally ask for Navaren's recognition of his claim. In addition, I will be calling on all fae, from all nations to support my son's claim against Sefti tyranny. ''

"Of course, this is something that we would be glad to have expected from our nation."
The ambassador realized that a full support of the Cerdigion claim would result in full-scale war, much more than the expected volunteers. Quickly, this was becoming less a question of how many volunteers would join the war, but how vast of a mobilization was needed. Even now, mobilization was only just beginning across Cerdigion, not full mobilization, but enough to turn this series of escalations into actual conflict. Definitely something difficult. Nonetheless, it was the Navaranese duty to support their Fae brothers. It was not long ago that being a Sylph was cause enough to have yourself killed in many parts of the continent, still was in some places. A descisive victory might wipe some of that prejudice away. It's difficult to talk down to someone with a series of arrows in your chest.
"I'll be glad to announce my Kingdom's, and King's, full support for your claim to the Sefti throne at the crowning."

It had been some time since diplomat and King had spoken, the ambassador would find himself summoned to the King's manor. Caodc looked tired from the road but grimly determined. '' I will ask a favor of your monarch. I am due for trial before the Vizier. Your King and I have a history, he can attest to my honorable character. I would like His Majesty as my honorable witness to both my reputation and character. '' Both the King of Navaren and King of Cerdigon knew eachother, but it was a brief encounter. The Navaren's were far older and the Cerdigonian's at first had long since viewed them as rivals. Internal troubles however had caused them to embrace them.

The ambassador began dictating the letter to his scribe as soon as the King finished his sentence, wanting the message sent out as quickly as it possibly could.
"Of course, King Cadoc. Our King should be available at this trial, and will travel as quickly as possible, weather and other obstacles permitting. We understand the difficult situation your nation is." He paused for a moment, forming his thoughts, and then continued, "I recieved word from my King that I am liable to dictate terms of full, public, military intervention in this war. We understand there's some kind of battle occuring now, or some movements of some kind indicating a skirmish. Your troops would do well with the addition of our own, and might make your bid for the crown even stronger, with the support of another vassal."

King Cadoc stared out the window of his prison cell. Of course they didn't call it that. Cadoc had his own guards, his own rooms, but he was under the power of the Vizer. Fingertips curled around the knob of wood that was his cane as he lifted himself to his feet. He had never felt so old as he did now, with the wolves circling him. It would take a mighty fire to keep them at bay...or perhaps...a mighty ally. He had dispatched for the King of Navaren to attend as a witness at his trial but both had bigger matters to attend to. The trial was of secondary concern to him at the moment. If his head decorated a spike by the end of this so be it...what Cadoc meant to secure was his legacy and for that he would need his brother King to aid him.

It seemed much had happened since both Realms had communicated. King Cadoc had abdicated and was living as a prisoner at the court of the Vizier while in turn both Sefti and Cerdigon had been unified under his son and successor, King Aeron. While the promised aid of troops had never materialized from their Navaren cousins for the war, the King had not abandoned his ambitions to bring all brother sylph's to the table of friendship with him. It was with this mind that a letter was sent to the Navaren capital, requesting the dispatch of an embassy to the capital to discuss terms for a new 'treaty of friendship'. A treaty that was sure to include a lucrative trading deal as the Commonwealth sought to expand into new and untapped commercial markets.

The lack of communication was an entirely purposeful one. The church had been known to be incredibly powerful, and was taking measures against Cadoc. Being associated with a sinking ship was one thing the Navaren were unwilling to do. The war that was close to being intervened in led to the takeover by the son of Cadoc, and the rising of a much more powerful nation in the old dual kingdoms' stead. Policy was almost assuredly pro-Sylphan, and this rise allowed for the Sylphs to create a strengthened, possibly more independent, portion of the Empire. It was widely known that any form of communication would currently be looked at favorably, both by the King, and by the high councils and nobility.
A treaty arrived quickly by horseman, embossed with the Royal Sigil of the house of Cadoc. Within minutes it was responded on favorable terms, a royal escort leaving with the rider to show the Commonwealth that they took this new treaty of 'friendship' quite seriously. Trade might possibly be set up, when land based routes had the infrastructure capable to support them inside of Navarenese land.

It was not a Sylph that the party of Fae was met by but Lord Carvin. The Cerdigonian Elf eyed the Fae warily, he was one of the rare few 'wingless ones' that had earned his place at Cadoc's side. While his master had fallen, his successor had decided to allow him to remain as his treasurer. With the King in no state to receive visitors as a result of his grievous wounds, it fell to newly appointd Ministers such as Carvin to run the day to day affairs of the young King's administraition. The Commonwealth was now a sprawling Kingdom after all it. It incorporated not only Fae but thousands of Elve's and even had a few outposts belonging to Dwarves.
'' Ah, a pleasure to finally meet the Navarese embassy. '' He said, ushering the party in to one of Hakin Keeps chambers as he snapped it open. One eye tossed towards the group of guardsman. '' Is there any amongst you that can speak to your master? King Aeron has already bult the nesscecary roads linking our two nations. '' As a matter of fact, Cerdigonian merchants had been using it for well over a season now. '' He only requires that the Kingdom of Navaren likewise builds a highway of trade to link with his own. '' Lord Carvin snapped the seal of the letter, reading it contents and hoping that it contained the much needed trade agreement he sought after or at the very least some in the embassy could speak on their Lord's behalf.
SUMMARY: -- Commonwealth requests 5 gold to complete the trade route this season.

A Greater Sylph Nation, it had been a dream of the Sylph's since the Crossing from the Fae Realm. It had always been a dream however because the Syylph's had always been a fractured race, torn apart into warring kingdoms, warbands, or fiefdoms. Yet now more than there had been ever been a united Kingdom not only Sylph's but Elvenkind seemed to be a distinct reality. King Aeron Sefti had been an energetic ruler since assuming the throne more than three years ago. His grievous injuries had not stopped his appetite for expansion nor kept him from minding of potential threats. The Jotun and Ikegami were ever on the horizon, ready to pounce like a horde of hungry jackals on a dying lion. It was on even terms that King Aeron invited the Navarens to the capital of Morgraig. His goal was simple: to achieve unity for a race that had never been united. Cerdigon and Navaren were the oldest of the Sylph nations and over time it seemed that they were the last left standing. Before the day was done, King Aeron hoped that there would and could be only one Commonwealth for all of them. He awaited them not within the throne room where he could speak to them as a superior but in a smaller drawing room, with two seats of equal size so that the two could meet as equals.

The Kingdom of Navaren had very definitely made a large step back from the world stage. The last few years had seen a move away from expansionism and diplomacy, and more towards isolationism and internal zealotry, with the church ruling over many lives much more than it had in the past. Because of this, the Sylphan identity was much strengthengned, art and poetry from the dual kingdom of Sefti-Cerdigion flooded in, making people very conscious of a possible joining with the northern neighbors, to create an Empire greater than any the world has yet seen. Or at least, the world has yet seen from the Sylphs. The room that the King arrived into had a distinct simplistic look and feel to it, with a small table and two low chairs to support the ideals of equality. It was a refreshing sight. He sat down, and gestured towards the kings opposing him.
"I hear there's talk of a union on the streets and alleyways. I seem to be the last one to know," He said, chuckling.

'' As a monarch we are often caught in the course in the events. We have a choice of resisting the tide and having it overwhelm us or we can swim along with it and hope to keep pace. '' King Aeron said evenly as he poured the both a goblet of wine that remain untouched for the moment. '' We have a unique opportunity here my liege. A dream, a united homeland for our race is within our reach. For not only Sylph's but for all Elven kind. The people are clamoring for it. '' Aeron locked eyes with his fellow monarch. '' Are our people already not connected through race and custom? By joining the Commonwealth, the union will be complete. There will be no borders, the freedom of movement for thousands, and we will be free to dominate the North and seize it from the greedy hands of the Ikagami. I will declare you my junior co-King, Navaren will keep its internal autonomy, but will be under the protection of the Commonwealth. It's soldiers will be part of a United Commonwealth Army and we will support one another in defense and military operations. What say you, my King? Will you make history with me? ''
Unification Treaty: -- Navara and the Comonwealth will form a union. -- Kingf Pedro will be declared co-King in a dual monarchy, with both King's retaining equal powers. -- Navara will keep its internal autonomy, with all of its revenues and resources belonging to the Navaren King. -- A Trade Pact will be renewed every five seasons automatically for five gold for continued economic benefits. -- A permanent military alliance will integrate both nations militaries although they will be split into northern and southern commands.
