Kingdom Name: Serene Republic of Vinaya
Race: Human
Origin: Old Kingdom
Religion: Esharan Paganism
Chief Magistrate: Serene Doge Osvald De Graffeo (Admiral / Merchant)
The first Doge of the most serene state of Vinaya. At the age of 45, Osvald heralds a distinguished diplomatic and military career which helped shape the merchant republic as it stands today.
He spent much of his early life during the Inter-war period in the Survaekom Empire as a sugar merchant, looking after Vinayan interests across the Middle Sea. In the later years when tensions between the Grand Survaekom Empire and the Vaekirate hit breaking point, resulting in the Fifteen Years War. He would use his commercial correspondents and contacts for sending covert information to a growing rebellious movement in Vinaya, regarding the happenings in the Southern Empire and the movement of it's navy. As the Survaek Empire fractured under the growing strain and exhaustion of war. Osvald would return to Vinaya where he would engineer the rebellion of the city state of Vinaya and it's surrounding provinces from the Survaekom-instated governor, which ultimately succeeded resulting in the formation of the Serene Republic of Vinaya styled after the old Crowned Republic of Lucente. With Osvald De Graffeo unanimously elected as it's first Doge. Supported by his amassed wealth from his time in the south trading sugar along the newly forged trade routes with the north, and the majority support of the local nobility and burghers, Osvald has been given a life-long charge as Chief Magistrate of the Council of Twenty.
Under his guiding hand, Vinaya has thus far remained a neutral state in world politics and has flourished with the trade opportunities such a stance brings.

History:
The city of Vinaya has stood for years, for much of it's history it was a single city among many along the southern coast of the Crowned Republic of Lucente. A place where trade and coin passed hands, but ultimately dwarfed by the splendor of the capital, Lucente itself in the east. When invaders from the south set foot upon northern lands, when the Great Conquest was declared and won. The Republic of Lucente was abolished and divided. The city of Vinaya and it's surrounding territories were assumed under the control of a Survaekom Governor after the houses of Vinaya swore their new fealty to the Emperor and Aed. For a time, there was peace under their new overlords, it could even be said that the houses benefited as new trade from abroad entered the north.
However when cracks began to form, finally fracturing into open warfare between loyalists and rebels, religion and empire. The houses and people of Vinaya, led by Osvald De Graffio staged a rebellion while the Empire stood at it's weakest. Casting of their chains and routing the Survaekom yolk from their lands. The Serene Republic of Vinaya was forged amidst the bloody and smoke-filled streets of the city, declaring themselves a city-state unto their own and establishing Esharan Paganism as the state religion. The man heralded as the leader of the rebellion, Osvald De Graffio was instated as the first Doge of the new Republic, for as long as he should wish it.
The Serene Republic, would hold supreme power over Vinaya and it's territories through the Doge. A man who would rule and represent the nation with a degree of power through it's day to day running, whom would be elected from amongst the Council of Twenty, a council made up of twenty council members elected from amongst the Great Council made up of 81 members of the patrician houses. In matters of national importance, a Doge would require the support of the Council of Twenty meaning "He could do nothing without the Council and the Council could do nothing without him".
Over the last few years with Osvald as Serene Doge, the Serene Republic of Vinaya has maintained a strictly neutral stance in world politics and in general. Trade from any culture or race is welcomed at the nation's harbors with the gold and goods that pass through remaining the "life's blood" of the merchant republic. Under that same overseeing, the state's navy has seen a sudden build-up of a Vinayan Fleet following the nation's declaration of independence which has ensured themselves a prominent naval power.
As the realm stands under the guard of a grand fleet on the seas, Vinaya has always remained dependent on it's vast levies and people to rally to the defense of the realm. Just as they fought for it's independence, so too shall they fight to maintain it.
