Dog Teo Pah-Ree-See (Admiral): Holder of the venerated and honorable title of Dog, technically Teo was elected to the position—after he beat the stuffing out of any other possible candidate and cast the deciding (and only) vote that granted him administrative power over the goblins of Loo-Can-Tee. Though he is a former pirate and an incurable ruffian, he has held the position for years now, and is a surprisingly wily navigator of goblin politics. Dog Teo is rapidly approaching forty (practically senile by goblin standards), and fully intends to live out the rest of his life in luxury, by any means necessary.
History:
The ports of Lucente in their heyday attracted travelers and merchants from across the world, and when there came travelers, there also came goblins. A particularly nasty breed that originated far beyond the sea, the Southern Shore goblins arrived like rats on the boats (even when they owned the boats), and quickly spread throughout the republic into any space that would fit them. They fed off the scraps of the prosperous, and even managed to cobble a few cities together, although most of the Lucentian nobility eschewed these goblin communities for good reason. The goblins quickly became a distinct minority within the borders of the Republic; their grasp of the language was poor, and their understanding of the subtlety of Lucentian politics even poorer. They kept to themselves, living in scattered fishing settlements along the coast or goblin-only neighborhoods in the cities that could support them.
When the empire arrived, all the goblins noticed was that there was suddenly a lot more for them to scavenge. But then, an idea spread like a virus throughout the shore goblin communities: perhaps they could scavenge an entire kingdom. As the war continued, the whispers grew in volume until a plan was enacted by the goblin leader Cora. She rallied the disparate communities and told them to do what they did best.
They pissed off literally everyone.
Goblin “diplomats” provoked Survaek and Lucente forces into unplanned skirmishes; goblins stole food, promoted hostilities, and whispered lies to both sides. The war on the Southern Shores grew bloodier than it had any right to be, and the republic’s human occupants quickly fled for the safety of other lands. Though the goblins suffered losses themselves, their indefatigable numbers never once wavered. They spread into the now abandoned cities, and when the Survaekom Emperor came to consolidate his power over the shores, he found only cities overrun by goblins adding their own unique flair to Lucentian (or, as they now called it, Loo-Can-Tee) culture.
The Doge became the Dog, a semi-despotic figure wearing a cloak made of hound-skin, elected by a queer form of goblin democracy. Survaek demands oaths of fealty from the Dog as something of a formality now; there is a new Dog so often that renewal of the oaths is treated as an exciting holiday, and even the pledge of the most powerful goblin is at the end of the day just the pledge of one goblin. Similarly, missionaries in Loo-Can-Tee leave feeling strangely optimistic, for goblins listened to every word they had to say, only to return to find Aed has warped into something else altogether.
Loo-Can-Tee still holds the thriving ports of the republic it was born from, though, and merchants arrive perplexed by the new trade policies but pleased by the goblins’ willingness to buy just about anything. And everyone says, it’s only a matter of time before the goblins get it in their heads to scavenge an empire.
