In Church and State, most of campaigns and battles are carried out via Personal Messages rather than posts, in order to maintain a degree of secrecy. Battles involve public posting by moderators, for record-keeping and the enjoyment of other players, but rely on personal messages for player tactics. The only matter carried out mostly through public posts is HIGH DIPLOMACY in which overall demands, ceasefires, and peace agreements are discussed. This is distinct from FIELD DIPLOMACY, in which heralds discuss local agreements involving particular armies and settlements; this kind of diplomacy is initiated via PM and resolved via moderator public posts.
MINOR BATTLES are resolved with a single "round" of messages, but MAJOR BATTLES are organized into the following three PHASES.
1) Deployment Phase: Armies are assembling, moving into position and preparing for battle. Intelligence on enemy is generally scant. All units except light cavalry and skirmishers that move in formations have a significant cohesion penalty.
2) Engagement Phase: The initial clash of armies, when commanders attempt to exploit enemy weaknesses to gain decisive edges. Emphasis on maneuvers. Intelligence on the enemy is decent, cohesion is high. Casualties are often heavy.
3) Ending Phase: Combatants are fatigued and the outcome is becoming clear. Emphasis on use of reserves and rear-guard actions. Intelligence on the enemy is usually comprehensive, engaged units are usually fatigued, and cohesion and morale suffer as casualties mount up.
Both moderators and players must organize their personal messages as WAR FORMS. In both campaigns and battles, moderators always begin by sending a War Form to each of the players involved. The players then respond with their own forms, sent to the moderators. When a player seeks to begin a war with a surprise attack, only the aggressor is considered "involved" for the first PM exchange, even if they ultimately fail to surprise their enemies.
