Pedro II, the son of Pedro I, is an aging monarch who came to power when his father was killed in the Second war of Imperial aggression, which saw the originally independent since the crossing from the Fey realms nation become a vassal, though largely whole.
History: The Sylphs came over from the Fey realms only a few centuries before the War of Survaek Aggresion, where the Sylphs were destroyed en masse and chained to the land. There was originally minor amounts of infighting between the Sylph clans and factions, before a single clan, that is the Navaren, took control of the clan system and reformed it into a Feudal Monarchy, under Juan IV, roughly one hundred fifty years before the current date. Large periods of peace followed, interspersed with civil war and rebellion as any nation has, but almost no outside intervention. The military was formed around a core of crossbowmen and archers, using Sylphan wings to their advantage.
The Esharan Empire, the largest rival of the Navaren Empire, though significantly stronger both militarily and economically, had decided to go to war with the sprawling, zealous empire to the south, and was defeated. The defeat was not a mere series of skirmishes, it was major fleet actions, descicive engagements. The Esharans didn't just lose, they were demolished. This was met with rejoicing across the small Empire, especially in the capitol, where feasts were held for days, while a campaign was planned to be waged against the temporarily weak Esharans.
A few weeks before the invasion was due to begin, scouts began reporting large scale violence against the other myriad city-states and kingdoms that dotted the northern continent and lived alongside each other. Little was thought of this, as the Navaranese were assured that their high fortresses and impregnable cliff based redoubt cities. Unfortunately for the brilliant military and architectual minds that had homes in the Navaren Empire, the downfall and ultimate destablizing of the empire came from missionaries instead of a squadron of ships coming into the harbor. They began showing up, first in small numbers, then in larger numbers, and soon became so common that it seemed as if every street corner had a man of the False Religion preaching. They were allowed sanctuary, until a brief spout of violence flared up, whether caused by them or by Sylphs was hard to say. Missionaries were killed en masse, in addition to anyone seen as a friend of them. They were driven out, and though the Navaren had not yet heard what the Esharans attempted to do, they were mirroring them. And the same as the Esharans, the Navaranese were dismantled.
The outer territories began losing contact with the capitol, until eventually the capitol and it's nearby provinces were the only Sylph cities the government could keep track of. They were almost entirely surrounded. Still, the king at the time, Pedro the First (Pedro I), attempted to skirmish, and fight. Early victories involving ambushes and mountain passes were useful, but the zealous Survaek and their False Religious leaders, similar to the bishops and warrior-priests that the Navaranese had, had a near limitless amount of patience. The difference that broke the stalemate, eventually, was the vast manpower reserves the Survaek had, including conscripts from the newly conquered northern continent territories. For weeks, they assaulted outer forts, taking them one by one. The incredibly high casualty rate meant nothing to them, even as every Sylph warrior killed ten, another twenty would appear.
When the capitol was under siege, the defenders made one last ditch effort to defeat the Survaek. They marched out and scored a quick few victories against the besieging forces, until driven back by reinforcements from the sea. The next several months saw assault after assault, until the walls were breached, and the cliff redoubts themselves were under attack. It was a brutal series of battles all throughout the city, and almost a year after the Esharan Emperor had been forced to step down, Pedro I was forced to sign an instrument of surrender. He died shortly thereafter, leading one of the sorties into the lower city himself, and being struck with an arrow. The Empire has kept a rather strong hold on the Kingdom of Navaren, stripped of it's Imperial title, though most of the land has been driven to poverty through the intense losses of the war, and destruction of much of the infrastructure.
While missionaries still preach on the street corners, and violence still occurs, and the King is still forced into bending the knee to the False Gods, the vast majority of Navaren Sylphs know that their time will come, a time when the Navarenese Empire will be powerful once more. It's only a matter of time.
