Balion Darvis had taken the short boat ride across the channel to visit the Governor of Lucente. His black hair slicked back and his clothes immaculate. His papers were in order and his position as Senechal to the Jarl would get him to the Governor all the more quickly.

Darvis was guided into port and to the Governor's Palace with all the haste and formalities due his station. The structure was clearly a work in progress, a small but elegant construction of white marble with some light fortifications and many scaffolds around it. Inside, the governor of the Protectorate of Lucente awaited the Jotun envoy in Surv-Akur regalia. He was seated on a simple oak throne.
"Greetings, sir Balion Darvis of the Jotun Clan. I am Governor Haan Haerk, servant of the Sword of Aed in Lucente. To what do I owe the honor of your visit?"

"A pleasure my lord." The man gave a courtly bow. "I have come with an offer of trade. I would have jotun ships plying their wares in the harbor to help your economy thrive. Also I understand the protectorate may have a great deal of stone. The Jarl has asked me to convey his interest in purchasing a goodly portion. Say nine tons? And he has given me the power to negotiate on his behalf."

An interesting proposal. It wasn't exactly orthodox procedure for a Survaekom governor to sell quarry output to a vassal-lord, but Haerk was desperately short on funds for all the projects he was expected to undertake in Lucente. At the very least, the trade was worth considering.
"Your offer is intriguing," the man replied to the Jotun dignitary. "I indeed have the stone reserves to supply your needs, but why should I sell to the Jotun Clan? Quality rock such as that in Lucente can fetch quite a high price in the South, no less than four-thousand per tonne after shipping expenses in. And if I were to find the right merchant, I might be able to get an even better price. What can your liege offer me that my fellow Southerners cannot?"

"My lord has a proposal that may interest you." He pulled a scroll from his bag and offered it to the governor.

Governor Haerk read through the scroll silently, with a flat expression on his face. When he finished reading, he handed the document to a scribe at his right and nodded to the dignitary.
"Very well. Thirty-thousand jiien and you will have your nine tons of Lucentian stone. A more than fair deal, considering the price I could sell them at to Southern buyers."

"Very well Governor we will have to split the shipments then ten-thousand per season for the the next three seasons with a third of the stone promised each season arriving in Volthiem."
