The Jotun had struck first and without warning. The Navaren capital of Leoten had been looted, bombarded, and nearly taken by the Jotun raiders. Now those raiders sailed home with bags of Navarran gold and silver to fill their own coffers and bolster their own forces, while King Pedro II would have to rebuild his capital.
The question now was who would make the next move. Would the Jotun be content with their spoils, or would they set sail again, perhaps to loot, or perhaps to conquer? Would King Pedro content himself with fortifying his kingdom against follow-up attacks, or would he retaliate against the surprise attack that had cost him so dearly?
The approach of winter complicated matters further. The seas would be unruly and dangerous in the cold weather, making any expeditions more dangerous than during other seasons. This year was not particularly unruly, but nor was it especially mild. It was one factor among many that the combatants would now have to consider.

There was no response the Navaren would be capable of mounting military. They were a ground based nation, with not even a budding navy capable of transporting their army to wipe the Jotun from the lands, and pour salt and sulphur into the earth. The only possible response was one of temporary ceasefire, an armistice.
The peasantry and citizens would absolutely rebel at hint of an absolute peace deal or Non-Aggression treaty if it were put on paper, and so a 'temporary' ceasefire for four years, temporary and only a ceasefire in name only, were sent to the Jotun Clansmen, hoping they would be able to read between the lines and see that this was an extension of peace. They had come, raided, and taken thousands of currency. There was nothing that could be done beyond this.
--Propose a four turn ceasefire, likely to be renewed at the end of the time limit. --Include a qualifying article dictating a complete cease in raiding in addition to any military action.

The signed letter of Armistice arived in a fortnight. The Jotun had never planned to fight a war only preform a smiple raid.

The Commonwealth Takes Control
As the senior partner in the Sefti-Navaren Union and far more powerful than King Pedro, King Aeron could not simply let the Jotun Clan's aggression stand unchecked. Using the combined naval strength of House Llewelyn and the new Commonwealth Navy, he sent an expedition to avenge his junior partner's honor. With a moderate Eastward wind behind his sails, Admiral Iago Gevalian set forth in his mighty galleass at the head of over thirty ships, all bearing cannon. On their way, they destroyed an entire Jotun patrol squadron with minimal casualties, but the next patrol they encountered, at the outermost edges of the bay waters, would prove more difficult...

After the battle of the great bay the jotun fleet would not stay and defend the capital. Rather they would put to sea. Becoming a fleet in being. A blade that could strike anywhere along the commonwealth coast.

Admiral Gevalian cursed loud enough for Lieutenant Isadors face to turn a faint red.
'' My Lord, what happened? '' The Lieutenant said, gingerly maneuvering towards his commander. His arm in a sling.
'' Politics, that's what happened. '' Iago growled before tossing the message over the side. '' A ceasefire is in the process of being negotiated. The Admiralty will have us withdraw while negotiations are taking place. Apparently, the King intends to take this matter before the Vizier. '' Having annihilated the core of the Jotun Fleet, the Admiral was keen to press his advantage and at last bring his blockade to fruition and strangle the Jotun's lifeline of trade. Instead, his ships were heading back home.
SUMMARY: -- Commonwealth fleet returns back to its native waters. Admiral Gevalian will link up with Commonwealth naval units already patrolling the shoreline and continue hunting for Jotun ships. Caravels will return to port for repairs.
-- ANY Jotun ships operating within Commonwealth territorial waters will be attacked on sight and sunk.
