"My Lord can not simply abandon oaths he made so simply, he wishes for peace but must prepare for war if all else fails. He wishes to bring this matter before the Vizier but cannot do so with a war going on that obliges him to respond." The Jotun may not have been the best of allies but they were the Ikegami's only significant military ally against a Commonwealth that had done everything in it's power to provoke them.

One could also make the counterargument that the Ikagami Clans had done their best to encircle the Commonwealth with a complex system of alliances and patronage schemes designed to ensure that their neighbors were beholden to them for both gold and natural resources. King Aeron however wasn't particularly eager to fight over what was right and what was wrong, that was not to be decided in this room. '' Then the Jotun must show me good faith, specifically, your master must show me good faith if we are to bring this before the Vizier. Halt the flow of powder to the Jotun Clans for two seasons (two turns). I do not want the Clans to use the lull in the fighting to simply re-arm and re-equip with even stronger vessels. If he does that, then I will withdraw the blockade until the Vizier has made his judgement. ''

Chuugo considered this, it was negotiable he supposed. he would need to ask Naozumi about the specifics.
"I will bring this matter before my Lord and await his decision."

'' Please keep me informed of His Excellencies decision. '' Aeron said, standing, a signal that the meeting was over. Long moments passed after Lord Chuugo departed and King Aeron once more resumed his seat, the Chancellor at his side. '' Do you believe him? '' He asked with a raise of his brow.
'' Of course not. We'll have an army down our throat once the seasons change. No man hires that many mercenaries without intending to use them '' Aeron said with a laugh that held no mirth. '' Summon the Generals, I will have a Council of War to prepare our defenses. '' With a sad nod, Carvin departed to carry out his lieges bidding.
