A Small party of dwarves approached the camp of Ikegami Masateru's army. A single dwarf in the finery expected of a wealthy merchant was followed by half a dozen guards. They would wait to be received under a banner of parlay.

Ikegami Masateru rode out alongside a portion of his retinue, banners marked for parlay as he rode out to meet the dwarven party.
"By order of the Vizier these lands have been granted to Lord Naozumi, speak your piece and let us come to terms without battle for both our peoples."

"I come on behlf of my master Nazram Golmor, keeper of Mogh Bhelnom. My master wishes to offer you a compromise. He will remain master of the city and it's environs and you will support our status as a free city. In return we will pay a portion of the tariffs collected in the city. Do you agree?"

It was a demeaning compromise but one that was necessary for the moment, they could always work around it later and conserving their army for further march was necessary. Especially since Masateru had plans to remonstrate with the nearby village for its actions.
"I could agree with this, though if Lord Naozumi is to support your status as a free city, he would ask for a small levy during wartimes against the enemies of the Empire. Specifically in the defense of Ikegami lands around this particular region."

Masateru nodded, acceptable terms, now they had more pressing business to attend to.
"It is agreed then."
He turned to the rest of his party and addressed them.
"Prepare to march, we ride for the nearest village."
