"Thank you, My Lord. I am more than content with your answer and have nothing else to lay before you," Alan said with another bow. "Your hospitality is well appreciated."
In truth Alan was looking forward to exploring the city of New Byrnis as much as possible before riding home, but he allowed himself to be escorted to the apartments and graciously thanked his hosts, before setting out on his urban exploration of pubs, monuments, public palaces, gardens and city backstreets.

It had been many years since Naozumi had travelled to New Byrnis, not since he was a young man when his father was crowned and he was presented before the Vizier as heir to the Ikegami. Now though he travelled to New Byrnis with hopefully exciting news for the Vizier himself.

"Daimyo Ikegami Naozumi," Vizier of the North Ishui Seldu greeted as he stood and stepped down from his throne. He was dealing with a vassal monarch now, not a mere dignitary. "It is a great honor to receive you in New Byrnis." He bowed with appropriate moderation: neither too deep nor too short, neither too long nor too brief. "What brings you to my Court today, my esteemed fellow servant of the Empire?"

Naozumi smiled and bowed in reply, much the same as the Vizier it was with perfect posture and grace as befitting and required of a monarch towards someone like the Vizier or to any honored guest really. The Daimyo of the Ikegami had decided that such an important announcement required his presence and he was glad to meet the Vizier.
"Your Excellency, I am happy to come before you today in hope to do my part in restoring the currency of the North. We have secured the former Sultanate gold mine and a nearby silver mine is being prepared as we speak. And yet good fortune befell me and a party of explorers recently when we discovered an untapped gold vein near our territory. I have thus come here today to request permission to build an Imperial Mint and mail station in Kegosu upon completion of the mines."

"This is fortuitous news indeed!" the Vizier exclaimed with uncharacteristic joy. The problems of finances and currency had been plaguing him for far too many seasons, especially after the wild spending spree Grand Admiral Reyid had made on his own authority in Juturnapolis. And now that either a Wastelander Invasion or an expedition into the wastelands was more or less inevitable, the burdens of war were looming on the horizon.
Ishui Seldu clapped his hands together in anticipation, his gaze at the daimyo narrowing as he looked for any sign of uncertainty. He saw none. But just in case, he would have to verify some matters of importance.
"For such an important petition to pass to decree, we must make certain pledges to one another. I will pledge you the special attention of the Surv-Akur: If there is any threat to the mines or the mint, you need only let the nearest high official know and the armies of the Empire will be there to support you. Naturally, I also pledge you regularity of all due royalties, to be paid on-site as a portion of the minted coin.
"On your end, noble lord, you must pledge all possible vigilance and commitment regarding the efficient, orderly, and safe operation of the mine complexes. The Empire can ill afford undue irregularities or interruptions, and I reserve the right to deny royalties in proportion to any such inefficiency. More importantly, you must pledge the utmost respect by your people for the Southern Survaekom operating the mint and mail station, as well as any officials that come and go. Until quite recently, the Ikegami Clan was a loyal but relatively isolated vassal-realm of the Empire. Black robes and head-dresses of bureaucrats are little known to them, nor the dark eyes and skin of Byrnians and Khaitis. Do I have your assurance that they will be well-received and well-protected?"

Naozumi nodded, all understandable and reasonable worries, Naozumi had no problem allaying the Vizier's concerns.
"Of course Your Excellency, we will protect the mines with our lives and I will personally guarantee the safety of all Survaekom officials and personnel in Ikegami lands, I will protect them as if they were my own people."
His people would get used to the presence of Survaekom officials easily enough, and he would personally smooth over any problems that arose.

"Perfect," the Vizier replied with a small but satisfied smile. "I will have the documents commissioned right away. If you would not mind staying a day in the palace apartments, I can present them to you for signing this evening."

Naozumi bowed politely, smiling, this was excellent news for the Ikegami indeed, closer ties with the Empire and economic prosperity for their people, he already had a person in mind for the position of secretary for the new mail station.
"Of course Your Excellency, I would be happy to stay the night here."

As promised, Vizier Ishui Seldu announced his decision for the tournament host before the New Year, in the last days of winter. He waited for dignitaries of every realm to arrive before declaring,
"After many months of consideration and careful review, I have decided to choose House Christallo of Elon as official host family of the Grand Tournament of the North! The event will be held in Dovwynn on the first day of Harvest, year 819 of the Prophet!"

Alan Sarvo stepped forward from where he'd been standing with the other dignitaries. As before, he was dressed gallantly and he bowed to the vizier, before addressing him.
"On behalf of Elon and King and Queen Christallo, I thank you Lord Vizier for choosing Elon to host the Grand Tournament of the North. I promise neither you, nor any who come to our shores will be disappointed and Elon looks forward to welcoming nobles, champions and people of all races and classes to the Tournament next harvest."

During a lull between the events of the tournament Jarl Tholarg, his wife and Thane Gudrik paid the vizier a visit. They had come in their finest and the Jarl gave a deep bow. When he was once again upright he spoke. "My lord I know you are busy but I had hoped to discuss a small matter with you. I was hoping you would consent to the building of an imperial garrison in Volthiem. We can provide all the monetary requirements but we would only ask the empire provide the necisiary provisions for the garrison.
My brother has also spoken at exhausting length about a proposal he was hoping that might be passed on to the emperor, at your convenience of course." The Jarl stepped back and allowed his brother the floor.
"I have discussed at length the idea of training a corps of professional musketeers with general Pjjokhat. Out of which we would send the best to be trained in the empire. I think having them spend time in the empire serving under imperial generals would produce a superior fighting force, who while comprised of northerners will have strong ties to the empire.
It would only require the empire to invest a modest amount of resources. We would handle the costs for initial recruitment and training."

"It is no intrusion, honorable Jarl," the Vizier reassured his unexpected petitioner a little awkwardly. He had been planning on taking a rest in between events, but the giants had caught him at just the right (or wrong) moment as he passed through the throne room. Ishui Seldu made his way into his throne, settling into the chair as Tholarg and Gudrik delivered their proposals. He had already heard indications of both plenty of times from General Pjjokhat, and he would rather get the matter over with now lest the commander keep bothering him.
"A vassal's request that the Imperial Crown extend it special protection in the form of a garrison is always welcome," the Byrnian affirmed more or less perfunctorily. "However," his tone raised with interest, "is it not the case already that a full Imperial Fortress watches over your lands? Has this presence or -even worse- its standing commander proved insufficient?" One way or another, the Vizier of the North was going to get at exactly what the Jotun were looking for. He doubted they were in this for honor or imperial favor, which they had seldom shown interest in before as far as he could remember.

"While there is fortress it is on the smaller island. Away from the majority of our principal holdings. I was also lead to believe that general Pjjokhat had shown interest in taking up such a post. Though to be honest our true goal is stronger ties to the empire and we are a martial people.while a councilor or some other functionary would be welcome, I feel that a battle commander would find easier acceptance." Tholarg had eased his stance slightly, now that they were having a discussion.

"I see..." the Vizier replied pensively. So Pjjokhat had made friends on his little journey after all. If that was the case, he could go ahead and live with them. "I approve your request for a garrison. I will send General Pjjokhat himself to command it, if this pleases you."
The matter of a corps of giant musketeers, however, would be more difficult. "I cannot yet approve a request for supplies for an entire corps of Jotun musketeers. I will duly forwards the request to the Emperor and inform you of His Majesty's response when it arrives. However, I would be happy to sponsor the equipment and training of around one-thousand Jotun as heavy infantry, attached to the Office of the Vizier of the North as a special division of Guards. Then, depending on his Majesty the Sword of Aed's judgment on the matter of training Jotun musketeers, I would be happy to send this division to the South for special training as an elite musketeer force. If this experiment in turn proves successful, a broader program of supplying and training Jotun musketeers could follow."
