It was under the cover of a rainstorm that Chancellor Warwick arrived in the city of Dovwyn with a peace delegation behind him, peals of thunder overshadowed by the tolling of church bells. The Rape of Leoten as it was being called in the Commonwealth or the Ruination as it was known throughout the North cast a shadow over the negotiations. Yet the victory of Prince Rhys on the plains of Berranda had met that both sides were effectively in a stalemate. King Aeron's army was marching on Leoten and a showdown seemed inevitable. Yet what would such a battle accomplish? The Prince had over fifty thousand men in Berranda and the destruction of the rebel army seemed assured. The Berrandan Rebellion was on the cusp of ending but Chancellor Warwick had been dispatched to ensure that the war in the South ended with it. Months of war and the mobilization of tens of thousands of men was not only costing blood but considerable amounts of treasure.
Warwick had arrived prepared to make considerable concessions in exchange for peace, but the victories of the Seftian army in the South and the damage to New Byrnis international reputation as a result of the bombardment of Leoten gave him political leverage in these talks. The Elonese government had agreed to play host, a neutral location. The Commonwealth and Elon had no love lost for one another but they had been at peace for nearly a century. Generations of bloodshed had faded into stories legends and myths. The negotiations would begin in secret where Warwick had presented his terms and would drag out as both sides sought to gain as much advantage as possible.
In addition much to Warwick's reluctance and a particular sticking point was the reconstruction of Leoten, if New Byrnis abides by the terms of the Treaty, the Commonwealth would not pursue the Republic for the damage its warships had brought to its largest southern city.
Proposed Terms:
-- The withdrawal of all New Byrnian forces from Navara.
-- The end of New Byrnian support for the Berrandan rebellion.
-- The incorporation of Berranda into the Commonwealth with New Byrnian recognition.
-- The Commonwealth would recognize and guarantee the independence of Lucente.
-- The province of Cerbon will be split between Lucente and the Commonwealth, with the goblin territories being absorbed into Greater Loo Can Tee.
