It was the Free Settlements who at last agreed upon a location to offer up for the diplomacy; the River Lords had bickered over who should and shouldn't have the right to service the discussion in their own forts for days. The largest Free Settlement in Multewar, known as Jalanda to the locals but as a number of expletives to some of the River Lords, had offered an old temple to be the meeting place. This sacred ground would be safe for the River Lords to walk upon without threatening each other and there was little fear of the Kalmari; if they were to attempt something duplicitous here it would simply make all of their efforts for naught in the first place.
"And now we wait for our new masters," mumbled a frustrated and tired looking River Lord with a number of responses in kind mixing with each other in the background, "The sooner the better. Those winged demons will swarm like locusts any time now."

"You shall not have to wait any longer Lord Kathin." A small party strode through the doors. At it's head was the man that spoke, a tall human dressed in fine clothes of red and cream with small starburst along the collar. "Allow me to introduce myself. I am Jathrai Mekara, the chosen representative of the Congress of Guilds. To my left," and here he gestured to a woman well known to all present, marked out by the armor she wore even here, bearing the double golden Starburst of a Marshal, "is Navam Zamina, the representative of our Warrior Caste. To her left is Phasala Banu of the Worker Caste," At this, the short mousy woman gave a small nod of her head at the assembled dignitaries," and to my right is Hanera Dulcte, of the Mage Caste. We have come here at your request, in hopes that we may find a peaceful end to all of this, and common ground with which to come together. Please, let us be seated and start."
The four representatives took their place at a long table made into the shape of a U. To their right sat the River Lords, and their left was the representatives of the Free Settlements. Thankfully enough seats had been placed for the surprisingly large delegation from the Ecclisiocracy. No doubt the Riverlanders were expecting only one delegate, a member of the Artisans. It was they who traditionally took part in negotiations and diplomacy. But since the death of Antal Kalmar, the precarious balance of the castes had began to crack. The leaders of the four remaining castes had come together to create a temporary workaround, until they were ready to decide who would lead their nation.
A Council of Four had been created, lead by the Grand Marshall, High Magus, and a representative of the Congress of Guilds and Workers Conclave. These four were an interim leadership, and made all decisions together. In order to keep said balance, a representative of each four castes had been sent on this mission. It had kept the peace so far, for the few months since Antal's death, but already the various factions were straining under the leadership, and aiming to maneuver their caste into leadership.
But with luck, an external distraction like the Riverlands would allow the nation to be distracted long enough to settle down, and a new leadership to be selected without another civil war. For now, all anyone could do was wait. And the representatives in this old temple waited to see which side would speak first.

(Sorry for the HUGE gap. Gonna speed this up to fit with the time frame we've reached. Expect a post in your Administration thread detailing the results.)
The Multewari representatives have accepted the Kalmar offer with the following demands to be followed: -- Reduced (1/2) taxes while in the current state of war. -- Immediate spending on the defense of the province of Multewar. -- A stay on Caste designation for at least one generation. -- At least ten standing levies (5 Professional Troops) to be garrisoned in Multewar at ALL times.
If accepted, the following results will occur: -- Multewar (8 Pop Food/Fabrics) will become a province of the Ecclesiocracy. -- Multewar will pay 1/2 taxes until the end of the current state of war. -- Multewar CANNOT be designated as any caste. -- Multewar MUST be brought up to at least Level 2 Fortification within two turns. -- Multewar MUST be garrisoned by at least 10 Standing Levies or 5 Professional Troops.
