The Grand Mayor considered the offer. "Once the Grand Arsenal of New Byrnis is complete, I will be able to construct six war galleys for half that much wood. Are these light galleons so much more effective that I should devote such a great weight of lumber? Now, if perhaps the good Jarl would consider agreeing to my terms at the War Council, recognizing the Free City's right to sovereignty over the whole of the Middle Sea Islands, surely such a sum and more besides would be reasonable.
"So here is my counter-offer: One tonne of lumber immediately, then one tonne of lumber in three months, then two tonnes of stone in six months for both the galleons and the Jotun Clan's aid in securing the Middle Sea Islands under the banner of New Byrnis - in addition to the terms I initially proposed at the War Council. Would this be acceptable?"

"That would be acceptable, however we have no great need of stone at this time. What the Jotun require is in fact saltpeter but with your naval aspirations I think you need all you have. I understand you have a skilled explorer in your employ. If he could be loaned to us for the next 2 seasons instead of the stone it would be more than agreeable.
As to your terms for the middle sea campaign. The Jarl agrees to your offer of all loot and prisoners from the campaign but wishes one further concession, you have offered Elon the right to settle on all islands west of Hessenya the Jotun request the same right on the two eastern islands."

"I find these terms acceptable," the Grand Mayor agreed. "I will have the pact drawn up in writing. Is there anything else you wish to discuss, noble Thane?"

"Not at this time, and I must thank you for yours."
